"Law and Justice" Open World Delegation with Congressman James P. McGovern

Provides an opportunity for Russian elected officials, political candidates, and emerging political and civic leaders from all jurisdictional levels to observe the American political system at the federal, state, county, and municipal levels in the endeavor to produced effective, responsive government. The principles of accountability, governance, and the role of citizenry in government are among the concepts emphasized in the program. The Russian participants are encouraged to share information on the Russian political and civil life with American counterparts and hosts

 
 

Year 2007

June 9-16

ICW hosted ten Russian judges who participated in the Open World Judicial Program.  This was a special program sponsored by the US Congress through the Open World Leadership Center at the Library of Congress.  They spent two days in homestays in the Worcester area, then the remainder of their program was in the Federal Court system in Boston.  In addition to ICW staff, they were accompanied by two Russian facilitators and four professional interpreters.  More information is at www.openworld.gov

Year 2006

December 9-17

10 day program for five top city administrators from the Russian City of Kaluga
Administered by the Academy for Educational Leadership (AED). 
Theme of the Program: Effective City Management

This program was designated as a “Special Project,” which means that ICW, through a competitive bidding process, was invited to propose the program, develop the theme, and select candidates.
